With the risks from being banned, the likelihood that your efforts will be undone by the website operators, and the risks to your reputation- is black hat SEO effective anymore? Does the risk that it brings your SEO efforts outweigh any possible benefits?
I have never been a fan of black hat SEO for this very reason- it seems that it would be counter productive.

I wouldn't recommend using black hat seo. It may be effective for the short run and short period but if google or your affiliate program finds out about it, you'll be banned from both and all your work would have been for waste.

That's exactly how I feel about black hat SEO- the chances of getting blacklisted are too great to risk.

We're not talking about SEO techniques, just whether or not Black Hat SEO can be considered effective.
